Marshall Fire Small Business Grants Program

The Marshall Fire Small Business Grant Program (MFSBGP) is accepting applications for grant funds to provide relief payments to small businesses negatively affected by a Marshall Fire event. The maximum grant amount is set at $20,000, which can get all eligible individuals.

This program is not a first come first served assistance program. Requests for its assistance may exceed the amount of funds available. However, not all eligible small businesses will receive funding. Early application is strongly encouraged. This gives us the best opportunity to notify you of the application deficiency and give you the opportunity to remedy it.

Boulder County has partnered with the Colorado Enterprise Fund (CEF) for this grant program. CEF will collect, verify, and analyze all application details or information. must note that incomplete applications may not be eligible for final review and award.
 
CEF will provide valid and legal application data to Boulder County for the determination of the final award amount.

Eligibility Criteria For Marshall Fire Small Business Grants Program

To get the funds from the Marshall Fire Small Business Grants Program 2023

Not eligible to apply:

  • Marijuana industry businesses
  • Membership organizations such as clubs and Homeowner Associations (HOAs)
  • Commercial banks
  • Real estate holding entities
  • Nonprofit organizations
  • Chambers of Commerce
  • Governmental entities
  • Sole proprietors and single-member LLCs without employees
  • Home-based businesses

Eligible to apply:

  • For-profit businesses located in Colorado operated and locally owned franchises, and other business types, excluding marijuana industry businesses and membership organizations such as clubs, and homeowner associations/HOAs. One of the employees can be the owner, however, Sole Proprietors and Single-Member LLCs without employees are not eligible.
  • Commercial banks, real estate holding entities, nonprofit organizations, chambers of commerce, and governmental entities are not eligible to apply. 
  • Be privately held, headquartered, and operating their primary business in the eligible region. Please click here for a map to determine if your business is in the qualifying area.
  • Have a physical (brick-and-mortar) presence within the eligibility area; home- Home-based businesses are not eligible.
  • Business is Low to Moderate Income (LMI) owned/operated (franchises are okay if locally owned and operated). LMI is defined as the business owner having an AGI (Adjusted Gross Income) of less than $89,950 as evidenced on their 2021 personal tax return
  • The business was in existence before December 30, 2020, and is currently operating.
  • The business holds an active sales or tax license at the time of application.
  • The business has between 2 and 49 full-time equivalent (FTE) employees.
  • Businesses that, between December 30, 2021, and the date of application, have experienced one or more of the following circumstances arising out of the Marshall Fire Event for a period of 30 consecutive calendar days or longer:
    • Temporary or permanent staff reduction or reduction of staff salaries  Temporary or permanent reduction in hours of operation
    • Reduced sales or revenue of at least 10%
    • Incurred business expenses, including but not limited to, capital or construction expenses of replaced or repaired facilities or equipment over $1000

Required document for Marshall Fire Small Business Grants Program

You need to provide the required documentation to upload the following documents before starting the program application:

The business owner’s valid government-issued identification can be any of the following:

  • Valid Colorado driving License or
  • A Colorado identification card.
  • Valid US passport
  • US Military Identification card OR Military Dependent’s Military ID card 
  • United States Coast Guard Merchant Mariner card
  • Native American Tribal Identification Document
  • Valid Foreign Passport with Photo AND valid US Visa AND I‐94
  • Certificate of Citizenship with photo (less than 20 years old)
  • Valid Employee Authorization Document/Temporary Resident
  • Refugee/Asylee I‐94 with photo
  • Valid I‐551 permanent resident card

Also, these supporting documents will be required.

Proof of a current or valid business license in the state of Colorado 

  • Certificate of Good Standing with Colorado Secretary of State.

  • Business owner’s personal tax return
  • Proof of payroll and LMI employment levels pre and post-Marshall Fire Event.
  • 2021 business federal tax return
  • 2021 and 2022 Profit & Loss Statements (monthly)
