Students First Education Savings Accounts
The Students First Act was raised by Governor Reynolds and signed into law on January 24, 2023. This ESA Program provides state funding to support the success of every K–12 student in Iowa.
The bill establishes a framework and budgets for education savings accounts (ESAs), which can be used by qualified households to cover the tuition, fees, and other qualified education costs at accredited non-public schools in Iowa.
The State Board of Education adopted administrative regulations on May 4, 2023, that set the Iowa ESA program, eligibility requirements, the application process, funding information, and program administration and accountability.
According to the Department of Education, per-student funding for the 2024–25 school year under this program will be $7,826. Half of these funds will be available for the fall semester, and half will be available for the spring semester.
Each eligible family can apply for the Iowa ESA application program to receive money to enroll their eligible children in a private school.
Parents can use the funds received to pay for tuition, fees, and other education expenses, as outlined in the Students First Act (above), which was passed in January this year.

The Iowa student’s first ESA will be available on the basis of the following eligibility:
School Year 2024-2025
- A student who was approved for an ESA in the 2023-24 school year.
- A student entering kindergarten in an Iowa accredited non-public school will be eligible.
- A student who has attended an Iowa public school in the past year.
- A student enrolled in an accredited non-public school with a household income at or less 400% of the 2024 federal poverty guidelines, or $124,800 for a family of four.
