What is the Uplift Harris Program?
The Uplift Harris program will pay $500 in cash each month for 18 months to 1,928 low-income households. More than 45 cities and counties, including Los Angeles, Chicago, and Minneapolis, have implemented similar programs providing direct cash payments to households, and many of them were launched in response to the COVID-19 pandemic, driven by American Rescue Plan Act (ARPA) funding.
The main purpose of this guaranteed income program is that it will reduce poverty for all eligible residents of Harris County. The Uplift Harris Texas guaranteed income program will also help people with transportation, housing, utilities, and care.
Under the program, 1,500 families living below 200% of the federal poverty line will receive assistance. A family of four would receive $500 per month to meet their household needs, or approximately $40,000.
Uplift Harris will continue for 18 months beginning this fall, will be administered by a third-party agency, and will be subject to rigorous evaluation.

Who Can Qualify for Uplift Harris Program?
Follow the eligibility criteria to qualify for the Uplift Harris guaranteed income pilot program.
- Age must be 18 years old.
- You must be a resident of Harris County.
- Must live in a high-poverty zip code or participate in Harris County Public Health’s Access program. Some of the residents in this high-poverty area include Sunnyside, Gulfton, and Galena Park, and participants will be randomly selected from among those households.
- These are the zip codes eligible to get the $500 payments. These include residents of both Harris County and the City of Houston: 77050, 77093, 77051, 77060, 77028, 77033, 77026, 77081, 77547,77091
- All families must live below 200% of the federal poverty guidelines to qualify. For example, about $60,000 for a family of four or $29,000 for a single person.

The application process for the Uplift Harris program has been announced to start on January 8 and end at 11:59 p.m. on January 26, 2024. eligible applicants can apply from uplift.harriscountytx.gov.
If you want to receive an email when the Uplift Harris County application opens, fill out the given form. However, submitting this form does not include an application for the program. This is only for notification of the Uplift Harris program application online.
